The backgrounds load once the javascript kicks in. Just depends on the size of the page and how quickly it loads.
It uses the same code as the 3.1.x version.

I think the list is just all the light skins which are going to be updated soonest. So their is a good chance that it will be updated (If not i'm going to cry as i've just bought it not 2 weeks ago and its my sites default skin)Was really hoping to see Engraved as one of the re-releases for 3.2, I'll just have to wait.
